Problem
A new national program required expensive, highly specialized ground infrastructure at strategic global locations to capture and transmit satellite data. The projected costs were prohibitive for a single government to bear alone, and without domestic and international collaboration the program risked insufficient coverage, high duplication of effort, and delayed readiness.
Action
As partnerships lead on the program formulation team, I designed and executed a comprehensive engagement strategy. I developed and conducted a feasibility and risk assessment to evaluate both domestic and international partners. I engaged U.S. agencies and 12 foreign government institutions to align technical and policy priorities, build collaboration frameworks, and negotiate agreements for data and infrastructure sharing, securing commitments through formal channels.
Result
Secured agreements that reduced projected government costs by ~$200M, avoided duplication, and expanded global coverage. The program gained credibility, improved readiness, and positioned the U.S. as a trusted leader in advancing global resilience. These outcomes demonstrated how early partnership integration mitigates risks, generates cost savings, and ensures system effectiveness.
